2022 Recipient, Local Public Health Leadership Award
Phoebe Walker is the Director of Community Services at the Franklin Regional Council of Governments (FRCOG). Involved in public health program design, evaluation and implementation in Franklin County for over twenty five years, Ms. Walker has worked on regional public health collaborations, substance use disorder prevention and intervention, chronic disease prevention, and a wide variety of municipal governmental policy and staffing issues.
Ms. Walker works to improve public health in the Commonwealth’s most rural county, as well on a state-wide basis. She Co-Chairs the local hospital Community Benefits Committee, sits on the Board of the Community Health Center of Franklin County, and facilitates the region’s coordinated Community Health Improvement Planning Network.
Ms. Walker served as a member of the Lieutenant Governor’s Regionalization Advisory Commission subcommittees on Libraries and Public Health, and was appointed by the Governor to the Special Commission on Local and Regional Public Health and the Massachusetts COVID Vaccine Advisory Group. She also serves on the Community Health and Healthy Aging Funds State Advisory Committee and the Steering Committee of the Coalition for Local Public Health, as a representative of the Western MA Public Health Association.
