Across America, entrenched norms and practices continue to influence social determinants of health like income and wealth, educational, and housing with a disproportionate impact on communities of color. On November 16th, more than 450 public health professionals, activists and students came together for the Massachusetts Public Health Association Annual Meeting to address racism as a key social determinant of health, and eliminate racism and its negative impact on health in the Commonwealth.

Keynote speakers Camara Jones (American Public Health Association President 2014- 2017), and Sandro Galea, Dean of Boston University School of Public Health used data to illustrate how entrenched racism has shaped historic and contemporary policies, practices and values. Dr Jones and Dean Galea, engaged members and partners in robust conversations on current local and national racial equity initiatives, sharing tools and resources that organizations can use to combat institutional racism.

Racial justice and public health leaders Monica Bharel, Mayor Curtatone, Monica Valdes Lupi, Alexis Travis and Joseph Krupczynski shared strategies and tools from their work that builds local capacity to name and take action against racism, and discussed opportunities to strengthen collaboration and support for anti-racism interventions.

The movement for racial equity as a public health priority is far from over.  We are pleased to share on this page, racial equity tools and resources designed to integrate explicit consideration of racial equity in decisions, including policies, practices, programs, and budgets. Among these resources are presentations from the MPHA Annual Meeting keynote remarks from Camara Jones, and Dean Galea. Keynote Speakers

Camara JonesCamara Jones, MD, MPH, PHD is President of the American Public Health Association, and a Senior Fellow at the Satcher Health Leadership Institute and the Cardiovascular Research Institute, Morehouse School of Medicine. Dr. Jones is a family physician and epidemiologist whose work focuses on the impact of racism on the health and well-being of the nation. She seeks to broaden the national health debate to include not only universal access to high quality health care but also attention to the social determinants of health. Continue

Sandro Galea, MD, MPH, DrPH is Robert A. Knox Professor and Dean at the Boston University School of Public Health. In his scholarship, Dr Galea is centrally interested in the social production of health of urban populations, with a focus on the causes of brain disorders, particularly common mood-anxiety disorders and substance abuse. He has long had a particular interest in the consequences of mass trauma and conflict worldwide. Continue

Description: This toolkit helps identify clear goals, objectives and measurable outcomes; helps engage community in decision-making processes; helps identify who will benefit or be burdened by a given decision, examines potential unintended consequences of a decision, helps mitigate unintended negative consequences and develop mechanisms for successful implementation and evaluation of impact. This tool is for government staff, elected officials and community based organizations.

2. Racial Equity Toolkit- Implementing Greenlining’s Racial Equity Framework

Description: This racial equity toolkit is designed to provide policymakers, advocates, and others with an easy-to-follow guide to applying a racial equity lens to any policy issue, using an approach that can be put to work in a wide variety of situations.

3. Racial Equity Toolkit – Assess Policies, Initiatives, Programs and Budget Issues

Description: The Racial Equity Toolkit lays out a process and a set of questions to guide the development, implementation and evaluation of policies, initiatives, programs, and budget issues to address the impacts on racial equity. Apply the toolkit early for alignment with departmental racial equity goals and desired outcomes.

Description: The Racial Equity Analysis Toolkit provides a set of guiding questions to determine if existing and proposed policies, budgetary decisions, programs, professional development and instructional practices are likely to close the opportunity gap for specific racial groups in Public Schools.

Description: The organizational self-assessment tool raises organizational awareness, starts focused conversations, contributes to the development of equity action plans, and tracks organizational change.

7. Racial Equity Impact Assessment Toolkit

Created by: Race Forward: The Center for Racial Justice Innovation
Description: A Racial Equity Impact Assessment (REIA) is a systematic examination of how different racial and ethnic groups will likely be affected by a proposed action or decision. REIAs are used to minimize unanticipated adverse consequences in a variety of contexts, including the analysis of proposed policies, institutional practices, programs, plans and budgetary decisions. The REIA can be a vital tool for preventing institutional racism and for identifying new options to remedy long-standing inequities.

8. Racial Equity Impact Assessments of Economic Policies and Public Budgets

Description: A Racial Equity Impact Assessment is a conscious and careful analysis of the effects of public decisions on different racial and ethnic groups. Conducting a Racial Equity Impact Assessment is a useful tool for assessing the actual or anticipated effects of public policies and budgets in order to identify ways to maximize equity and inclusion and minimize adverse and unanticipated impacts.

9. Race Equity Impact Assessment Guide

Description: The Racial Equity Impact Assessment Toolkit includes sample questions to anticipate, assess and prevent potential adverse consequences of proposed actions on different racial groups.

10. The Racial Equity Impact Assessment

Created by: Voices for Racial Justice
Description: The Racial Equity Impact Assessment helps leaders and communities make better policy decisions by asking key questions before adopting and implementing a new policy. This analysis on the front end reveals the possibility of unintended consequences that would worsen disparities, as well as highlights the positive equity changes that can be achieved.

11. Racial Equity Strategy Guide

Created by: Portland’s Partnership for Racial Equity
Description: This Racial Equity Strategy Guide looks at how a racial equity lens is incorporated into a Citywide and agency-specific approach. It includes an action checklist for all staff and administrative levels of city government to lay a role in achieving racial equity.

12. Race Equity and Inclusion Action Guide

Description:  This seven step guide provides a clear framework for incorporating a race equity lens directly into policies and programs that support social services. The guide also demonstrates how a race equity lens can be adopted by foundations or other organizations that work directly with systems, technical assistance providers and communities.

Description: The Race to Equity Toolkit for Conversation offers facilitation assistance to school, faith, and community groups that want to discuss the steps they can take to narrow racial disparities in their organizations. Description: Understanding the System of Racial Inequity is a starting place, ideal for those new to structural racism.
