Summary of Position

The Office of Statistics and Evaluation within the Massachusetts Department of Public Health’s (DPH) Bureau of Community Health and Prevention (BCHAP) is seeking an experienced Epidemiologist to be responsible for all evaluation, surveillance, data analysis, and research related to the Division of Community Health Planning and Engagement (CHPE) with a focus on evaluating their new inter-agency initiative MassUP (Moving Massachusetts Upstream) program.

This position will be charged with designing a multi-level, mixed-methods evaluation to determine the initiative’s success that incorporates learnings and best practices across aligned initiatives including the Determination of Need’s Community Health Initiative program and the Attorney General’s Community Benefits program. To serve in this capacity, the epidemiologist must be knowledgeable about community health approaches designed to identify and act on root causes and social determinants of health (SDOH). This position requires a deep understanding of research and evaluation methods that assess policy, systems and environmental changes and strong familiarity with community-clinical linkages. The incumbent must also be familiar with non-traditional data sources that can be leveraged to better measure SDOH metrics. The incumbent will also support BCHAP in strategic planning, coordinated communication, robust analytic methods, staff supervision, and development of cross-divisional and cross-agency data initiatives.

Duties and Responsibilities

  • Design and implement a multi-level evaluation place for the MassUP initiative that includes: both short and long-term performance metrics; partnership/network analyses; both state and local level indicators; measures of policy alignment; qualitative data; measures of resources leveraged; and more.
  • Provide evaluation technical assistance and coordination with grantees.
  • Innovate new ways to measure and quantify SDOH and health related social needs (HRSN) as well as their alignment across government agencies.
  • Partner closely with the OSE director and CHPE director to better measure and evaluate the impact of healthcare investments on social determinants and community heath.
  • Support the epidemiologic needs of CHPE by: supervising epidemiological staff, coordinating with Bureau and Office leadership, analyzing data from multiple different sources, reviewing technical documents, drafting dissemination products, engaging in divisional strategic planning processes, developing advanced analytic plans, mentoring supervisees, coordinating research projects, maintaining budgets, and coordinating responses to data and public records requests.
  • Support divisional epidemiological needs by infusing a health equity framework in all surveillance analyses, evaluation plans, strategic plans, dissemination materials, QI/QA projects, etc.
    Work with internal and external partners to maximize the dissemination and use of this data.
  • Respond to all legislative requests and reporting stipulations as required, including maintenance of contracts, preparation of progress reports, etc.

Required Qualifications

  • Knowledge of the principles and practices of epidemiology.
  • Ability to establish rapport and deal tactfully with others.
  • Demonstrated experience of epidemiologic and biostatistic research methods and techniques and the methods of statistical report writing.
  • Ability to oversee and implement surveillance activities, including monitoring and evaluation.
  • Capacity to lead epidemiologic studies, public health programs, and community public health planning at the state and local level.
  • Talent for using current knowledge of causes of diseases and guide epidemiologic practices.
  • Skilled in conducting analysis for policy and program monitoring, development, evaluation, research, and surveillance.

Preferred Qualifications

  • Deep understanding of the root causes of health inequities, especially the role of structural racism and other systemic drivers of health.
  • Established expertise in robust multi-level, mixed methods study design, data analysis, and evaluation planning.
  • Familiarity of social determinants of health and their measurement.
  • Demonstrated expertise in measuring and framing short term program and policy outcomes in terms of long-term health implications.
  • Strong background in evaluation template design, creation of data collection platforms, and development of grantee evaluation guidance.
  • Record of operationalizing a strong commitment to health equity, particularly racial equity, and integrating into all areas of daily work.
  • Experience with partnership evaluation and social network analyses.
  • Strong scientific writing skills and health communication skills across a range of audiences (eg. peer review to lay persons).
  • Demonstrated proficiency in statistical programming and data analysis skills in multiple programs including SAS, ArcGIS, R project, etc.
  • A strong history of working translationally across content areas and sectors including government, community based organizations, healthcare, education, urban planning, food systems, and more.
  • A strong history of effective staff supervision and mentoring.
  • A demonstrated history of effective community and stakeholder engagement.
  • Established expertise with multiple health data sets including but not limited to: the Behavioral Risk Factor Surveillance System, the Youth Health Survey, the Youth Risk Behavior Survey, Hospital Discharge
  • Datasets (casemix), MassGIS layers, Claims data, EMR data, American Community Survey, etc.
