Brief Summary of Position:

Under the supervision of the Manager of Rental Assistance Programs, administer AIDS Action Committee’s housing subsidies (Tenant-Based Rental Assistant and Project-Based Rental Assistance) and provide housing search services to clients with tenant-based subsidies.


Oversee the implementation of HOPWA/HUD requirements in all rental subsidy programs:

  • Coordinate lease-up procedures and annual re-certification for all residents (up to 50 clients)
  • Contact landlords and program participants as appropriate to ensure timely completion of program requirements-annual re-certification, interim changes, and special adjustments
  • Understand key HUD documents and incorporate into day-today program administration: forms and their expiration dates, income limits, fair market rents, payment standards, etc.
  • Draft and issue leases and Housing Assistance Payments contracts
  • Obtain signatures and send executed contracts to landlords
  • Accurately calculate participants’ rent share
  • Complete Housing Quality Standard housing inspections as needed
  • Complete timely updates to annual utility allowance and payment standard changes in files
  • Complete proposed termination notices, citing voucher violations and present HUD’s position at hearings

Serve as liaison with current and new landlords:

  • Explain program guidelines, payment standards, and housing quality standards.
  • Educate landlords regarding landlord/tenant leases and Housing Assistance Payments (HAP) Contract.
  • Verify property ownership and collect landlord documents.
  • Adhere to the highest principles of client confidentiality.
  • Provide information and help resolve landlord and tenant issues relating to program participation.

Provide housing search services to clients with tenant based rental assistance (TBRA):

  • Work with clients to identify possible barriers to obtaining housing. Discuss criminal, credit and eviction history. Proactively plan strategies to appeal housing denials with case managers.
  • Complete online searches; contact landlords through phone and e-mail; set up apartment viewings, inspections, lease signings and other housing appointments.
  • Identify and research available apartment listings in the Greater Boston and North Shore areas that fall within program funding requirements, and build working relationships with property owners that enhance the housing programs. Act as a resource to staff members and clients regarding the housing search process for those with TBRA.

Maintain up-to-date client and payment records:

  • Utilize programs’ database and spreadsheets regularly
  • Record client data into ETO
  • Record and track monthly payments to landlords.

Meet agency participatory expectations:

  • Adhere to all agency and departmental policies and procedures.
  • Attend unit, department, and agency meetings, as required.
  • Participate in quality assessment and improvement activities as requested.
  • Attend all required meetings, in-services and professional trainings.
  • Maintains professional competence necessary to perform job responsibilities; maintains and provides agency with records of continuing education activities.
