Brief Summary of Position:
The Bureau Director will provide leadership and assume accountability for the overall strategic, financial, operational, licensing and service delivery outcomes for substance addiction prevention, intervention, treatment, and recovery services. The Bureau is responsible for licensing substance use disorder treatment programs and counselors; assuring quality of services; funding and monitoring prevention, intervention, treatment, and recovery services; providing access to treatment for the uninsured; developing and implementing substance use disorder-related policies and programs; and tracking substance use disorder treatment trends in the state. BSAS has a strong commitment to utilizing data analytics and outcomes assessments. The Bureau Director provides leadership for specific activities outlined in the Action Plan to address the Opioid Epidemic in the Commonwealth and partners with other state agencies and external stakeholders to achieve the Governor’s Working Group recommendations.
- Management of Substance Use Disorder System: The Bureau Director is responsible for maintaining a comprehensive system of substance use disorder prevention, intervention, treatment and recovery support services during a period of expanding demand. The Bureau administers more than 500 contracts with nearly 200 community based organizations. The services provided include medically necessary services for those that remain uninsured and a range of evidenced based treatment and recovery support services for those most in need. The Bureau actively collaborates with Medicaid and other payers to ensure the most efficient use of state and federal resources. The Bureau plans and formulates all policies regarding standards, guidelines and regulations which impact the provision and quality of 489 BSAS-licensed substance abuse treatment programs and 1,273 BSAS-licensed alcohol and drug counselors, and for reviewing and responding to complaints against BSAS licensees and contracted services. The Bureau Director serves as the Single State Authority for Substance Abuse with SAMHSA.
- Collaborations: The Bureau Director provides leadership for specific activities outlined in the Action Plan to address the Opioid Epidemic in the Commonwealth and partners with other state agencies and external stakeholders to achieve the Governor’s Working Group Recommendations. The Bureau Director interacts with other state agencies, municipalities, law enforcement, healthcare providers, community providers, people in recovery, and families who have been impacted by substance use disorders. The Director promotes participation in communications campaigns including Protect Your Kids from Prescription Drug Misuse, Make the Right Call, State Without StigMA and other initiatives to break down barriers to treatment and recovery. The Director provides leadership to achieve greater health equity. The Director serves as a member of the DPH senior team that implements the agency priorities. The Director promotes collaboration within BSAS and DPH to ensure all resources are maximized to prevent and treat substance use disorders and related issues. The Bureau Director will represent the Commissioner on inter-agency workgroups and commissions, as requested.
- Finance & Operations Management: The Bureau Director is responsible for achieving and maintaining strong financial health for the Bureau. The Director provides guidance and determines priorities in managing of annual budget of $260 million (FY 19) across the state and federal accounts. The Director manages processes to implement Chapter 257 and to support third party billing for appropriate services. The Bureau Director serves as Principal Investigator on federal grants and maintain strong relationships with federal funders.
- Staff Development & Management: The Bureau Director is responsible for overseeing the development of a skilled and diverse workforce. The Director has overall responsibility for management of over 80 Bureau staff located in central and regional locations. The Director provides direct supervision to BSAS senior management team and vision for increased staff diversity across all levels of the organization
