Brief Summary of Position:

The Health Care Workforce Center (HCWC) and State Office of Rural Health (SORH) Unit seeks energetic, creative, and engaging candidates for the position of Health Care Workforce Coordinator. The person in this position will implement statewide and community-based initiatives to improve the recruitment and retention of health care professionals in health care organizations serving rural and other under served populations. As a senior member of the Unit, you’ll join a highly regarded team of professionals dedicated to improving access to health care services. This is a great opportunity to be the program leader and content area specialist for healthcare workforce programs, and recruitment and retention initiatives for Massachusetts.

This position will implement multiple valued programs including the HRSA Primary Care Office Cooperative Agreement, the State Loan Repayment Program, the Conrad-30/J-1 Visa Waiver Program, the Health Professions Data Series, health access needs assessments, the Shortage Designation System, National Health Service Corps activities, recruitment and retention initiatives, and facilitation of the Healthcare Workforce Advisory Council.

The person in this position conducts healthcare workforce assessments, evaluates current activities and programs, and makes recommendations for program policies, improvements, and new initiatives. This person will need to work well as part of a team, and facilitate and maintain essential collaborative relationships while participating on state, regional, and national healthcare workforce-related work groups and task forces. The candidate will use communication skills including written, public speaking, and presentation skills for a variety of different purposes and audiences. Program objectives are accomplished in accordance with federal program specifications and state rules and standards. Grant writing and grants management skills are essential.

This position supervises between 1 to 2 staff and student interns. Some travel within the state is required (approximately 20%), and candidates should have a drivers’ license and/or regular access to a vehicle; this position also requires national overnight travel 1 to 2 times a year.

Duties & Responsibilities: 

  • Coordinates the operations for the HCWC programs that support equitable health care access, needs assessments, and policy activities related to health workforce initiatives.
  • Provide systems, methods, and evidence-based strategies for the effective implementation of HCWC programs including the Primary Care Office Cooperative Agreement, State Loan Repayment Program, Conrad-30/J-1 Visa Waiver Program, Health Professions Data Series, the Shortage Designation System, National Health Service Corps activities, recruitment and retention initiatives, and facilitation of the Advisory Council.
  • Provides recommendations to unit and division leadership on policy, planning, and analysis relating to Massachusetts’ health care delivery safety net system, rural health and urban under served area issues, and health care workforce supply and education issues.
  • Provides staff support to the HCWC Advisory Council in accordance with state rules for public meetings.
  • Provide staffing, information, and regular communication with council members, including developing an ongoing meeting schedule and agendas. Develops cohesion and leadership within the group, facilitating development of health care workforce recommendations, and conducting strategic planning.
  • With technical support from the HCWC Epidemiologist, compiles, reviews and analyzes data concerning the health workforce supply and unmet areas of need for multiple health professions. Prepares reports and uses this information for identifying specific needs, developing recommendations, and devising data-informed and evidenced-based strategies for accomplishing program objectives.
  • With the Unit Director’s assistance and additional technical support from the epidemiologist, plans, designs, and implements methods for determining the effectiveness and impact of program activities, including reviewing and analyzing program data and survey results.
  • Develops and maintains mechanisms, systems, and program criteria/measures for monitoring program progress and evaluation. Prepares state and federal performance and field strength reports as required.
  • Develops a working knowledge of federal shortage designation types, eligibility criteria, program policies, and application procedures. Oversees the work of members of the shortage designation team.
  • With the collaboration of team members, maintains a program promotion and outreach plan, and conducts program promotion and outreach to key health workforce training programs and healthcare organizations.
  • Provides technical assistance and relevant resources on health professional recruitment and retention best practices to healthcare organizations, health professions training programs, health professions students and practicing health professionals in support of improving health provider recruitment and retention in areas of provider shortage.
  • With the support from the Unit Director and other team members, develops effective working relationships and collaborative initiatives with community partners, state level organizations, and other state and federal government programs to coordinate resources for the recruitment and retention of health professionals and addressing the needs of the health care delivery systems in rural and under served areas of the state.
  • Participates on state, regional, and national healthcare workforce-related workgroups and task forces.
  • With support from the Unit Director and budget analyst, conducts grant activities including writing annual federal grant applications in conformance with federal guidance, following all grant terms and conditions, effectively implementing work plans, fulfilling reporting requirements, communicating with federal project officers and grants management specialists.
  • Directly supervises program staff, contracted vendors, and student interns including training new staff, supporting and mentoring, providing for professional development, assigning and developing projects, ensuring plans are carried out effectively.

Preferred Qualifications:

  • Graduate degree in public health, community health, nursing, or related health field, preferred.
  • Experience in or working knowledge of healthcare delivery systems and knowledge of Tobacco Related programming.
  • Experience in the development and implementation of policy, systems and change concepts.
  • Experience guiding providers in forming collaborative systems within practice areas.
  • Ability to translate quantitative data into meaningful, actionable recommendations.
  • Experience developing partnerships, teams and coordinated activities.
  • Experience and comfort level presenting to large groups.
  • Experience planning and implementing programs and in guiding providers in forming collaborative systems within practice areas.
  • Experience and significant competence working with vulnerable and diverse populations.
  • Experience in planning and evaluating community/public health programs and implementing population-level health promotion interventions.
  • Ability to work closely with evaluation staff to understand data needs.
  • Knowledge of the Affordable Care Act, Chapter 224, and other major health policies that shape the healthcare system in Massachusetts.
  • Understanding of the complex interactions between health and the social determinants of health to maintain or improve health able and diverse populations.
