Brief Summary of Position:

The Department of Public Health (DPH) is seeking an innovative, strategic and versatile leader to oversee the regulatory programs within the Bureau of Environmental Health (BEH) including Food Protection, Community Sanitation, Radiation Control, and Childhood Lead Poisoning Prevention programs. The Deputy Director will report to the BEH Bureau Director and participate in the development of policies, procedures and operational standards by promoting organizational effectiveness, efficiency, collaborative problem solving and decision making across BEH regulatory and other programs and offices. He/she will work harmoniously with other BEH senior staff, such as the Deputy Director of Science Programs and the Director of Administration and Finance, to ensure appropriate coordination and response to relevant issues.

He/she seeks to understand agency goals, challenges and opportunities in order to align the day-to-day interaction with regulatory programs. Modern management including planning, leadership, organizational development, program strategy, policy, quality improvement and evaluation are a hallmark of this role.

Duties and Responsibilities:

  • Oversees the daily operations of all regulatory programmatic activities providing leadership, guidance, operational direction, planning and coordination of services/deliverables
  • Partners with Bureau Director in response to requests for information from DPH Commissioner’s Office, legislators, media, other state/federal agencies, industry representatives, or members of the general public
  • Offers interpretive regulatory opinions, policy, guidance and strategies to achieve program goals and objectives that protect public health
  • Provides coaching and supervision to staff utilzing strategy and interdisciplinary program planning, development, integration, coordination, cross functioning, linkage and policy setting processes
  • Collaborates with the BEH Deputy Director of Science Programs in monitoring and delivering environmental health assessment programs
  • Establishes quality and efficiency standards in all areas of responsibility and ensure that these standards are measured and reviewed on an ongoing basis
  • Fosters support/development of direct reports through timely feedback and facilitate the ability of staff to achieve highest level of professional growth, performance and career advancement
  • Orchestrates team meetings, establishing short-term and long-range goals, and provide adequate resources to meet team and departmental objectives
  • Serves in the absence of the Bureau Director and as requested at internal and external meetings regarding regulatory program activities and issues


  • Knowledge of the principles and practices of environmental health, including food protection, radiation control, community sanitation, and childhood lead poisoning prevention programs; Public and environmental public health policy, legislation, rules, regulations, ordinances and laws;
  • Basic principles of management, including supervision, business writing, project management, concepts of grant writing and cost-allocation;
  • Skilled in exercising initiative, judgement, discretion and decision making to achieve objectives;
  • Demonstrated resourcefulness in setting priorities, proposing new ways of creating efficiencies, and guiding investment in processes and systems;
  • General knowledge of statistical research methods and procedures;
  • Capacity to supervise staff including performance appraisal, employee coaching, training, development, and performance management;
  • High level of self-motivation and accountability, bringing enthusiasm and energy to team and tasks;
  • Capability in partnering with and influencing senior leaders at all levels of the organization through relationship building;
  • Strong written and oral communication skills, and proficiency in Microsoft Office applications including Excel, Outlook and Word
