Brief Summary of Position:
The mission of the Massachusetts Department of Public Health (DPH) is to prevent illness, injury, and premature death, to assure access to high quality public health and health care services, and to promote wellness and health equity for all people in the Commonwealth. DPH seeks a Boston Mass Licensing Inspector.


  • Evaluates service delivery and administration of assigned licensees/applicants by reviewing applications for licensure, conduct site visits, write deficiency corrective order reports, and evaluate for completion for licensure and compliance with state and federal regulations. Conduct complaint investigations as required. Review Request for Responses and evaluate corresponding proposals for funding purposes as necessary.
  • Evaluate service delivery and administration of assigned licensees/applicants by reviewing licensing applications, conducting on-site inspections, conducting interviews with program director, staff (and clients whenever possible), reviewing program documentation, and making observations to determine program compliance with state and federal regulations and Department policies
  • Document regulatory/policy non-compliance of the applicant/licensee according to Bureau procedures and format in order to communicate necessary corrective action to the Program Director or Executive Director.
  • Provide technical assistance to licensee/applicants by recommending appropriate measures to facilitate development of a corrective action plan.
  • Conduct program investigations in response to Department or consumer concerns through on-site visits, by examining program records and physical plant conditions, and reviewing administrative and clinical procedures to determine licensee’s level of compliance with regulatory/policy requirements.
  • Collaborate on special projects or task forces within the Department by providing technical assistance and support to promote the ongoing mission of the Bureau and Department.
  • Performs technical reviews of vendor proposal applications and makes recommendations for funding consideration.
  • Represents Bureau on other DPH review committees and reviews relevant proposals as assigned and other duties as required.


Required Work Experience: At least five years of full-time, or equivalent part-time, professional experience in social work or social casework, claims adjudication, job placement, recruitment, employment counseling, vocational or rehabilitation counseling, credit investigation, educational counseling, legal advocacy, or legal counseling. Based on assignment to second-level supervisory positions, at least one year of this experience must have been in a supervisory capacity.


  • A Bachelor’s or higher degree may be substituted for two years of the required non-supervisory experience on the basis of two years of education for one year of experience.
  • One year of education equals 30 semester hours. Education toward a degree will be prorated on the basis of the proportion of the requirements actually completed.
  • No substitutions will be permitted for the required supervisory or managerial experience.

LICENSES: Based on assignment, travel may be required. Those employees who elect to use a motor vehicle for travel must have a current and valid Massachusetts Motor Vehicle Operator’s license or the equivalent from another state.
