Brief Summary of Position:

Youth Villages (YV), a leading nonprofit organization dedicated to helping emotionally and behaviorally troubled children and their families live successfully, is seeking a proven leader and relationship builder to serve as Director of Government Relations and Strategy for its Massachusetts office. The new Director will lead the team’s efforts to deepen statewide relationships to promote transformation of the child welfare system and drive analysis and strategy at the state level.


Reporting to the Executive Director of Massachusetts and New Hampshire, Matt Stone, and working collaboratively with the state leadership team and national office, the Director will be responsible for driving team success towards the following goals:

  • Deepen relationships with nonprofit partners, state and local agencies, and political leaders to promote transformation of the state child welfare system such that funding and programming is directed at strengthening families and outcomes for children. In pursuit of this goal, undertake activities such as:  
    • In partnership with the Executive Director, spearhead all local government relations efforts to work with the MA Legislature, Executive Office of Health and Human Services and other state agencies, managed care entities, and other partners with a focus on increasing utilization of intensive in-home services and advocate for policies that:
      • Increase referrals for intensive in home services
      • Divert children from unnecessary residential placements
      • Support outcomes-based contracting, and evidence based practices
      • Increase funding of evidence-based practices and programs
      • Secure a Medicaid code for Intercept and Transitional Living
    • Spearhead and manage efforts to increase effectiveness of government policies and drive resources towards YV’s effective model, including working collaboratively to develop and implement a pilot of a performance-based contract system with the state.
    • Develop and analyze strategies that increase state funding for transitional living services for youth aging out of state care, working with the development team to leverage philanthropic support for the effort.
    • Explore opportunities to increase funding through the Medicaid system.
    • Build and cultivate relationships with key stakeholders in the local human services landscape. Represent YV and be a leader in key provider associations and policyadvocacy groups (e.g., Children’s League of Massachusetts, MA Provider’s Council, Strengthening Families Coalition, etc.).
  • Drive analysis and strategy development to achieve organizational goals at the state level, including:
    • Oversee the design and implementation of Youth Villages’ MA five-year strategic plan and track key outcome measures to ensure that key milestones are achieved.
    • Make recommendations and develop implementation plans for opportunities that emerge from research and analysis. Identify and qualify new services that payers and customers request, conducting research and making recommendations about whether each opportunity aligns with YV’s mission and operational capabilities.
    • Partner with ED and YV leadership to ensure that outcomes, resource allocation, and program model development continuously support the mission and vision of YV.
    • Serve as YV liaison to the Planning, Policy, and Finance Board subcommittee and manage a highly-talented MA Data Analyst.


  • Senior leadership experience in the strategy development and implementation of successful government relations efforts with a track record of influencing policy and practice in state and local government.
  • Exceptional relationship-building skills, with the demonstrated ability to manage through influence with humility; an understanding of state agency and political landscapes, with Massachusetts and child welfare specific knowledge a plus.
  • Outstanding written and verbal communications skills with the proven capacity to develop persuasive and compelling presentations to groups and individuals; the gravitas and presence to engage and establish significant credibility with senior level leaders.
  • Demonstrated success in managing strategy development, business analysis, problem solving, and consensus building; a solutions-orientation with the ability to excel in a high performing, fast-paced environment.
  • Data-driven by nature, with a keen appreciation for fact-based decision-making and the ability to synthesize information and identify key insights.
  • A strategic, comprehensive, and critical thinking approach to planning, problem solving, and decision-making; significant project management experience and the proven capacity to manage time and plan effectively while balancing multiple tasks, demands, and changing circumstances simultaneously.
  • A demonstrated passion for serving youth; an energetic, positive attitude and an optimism tempered by due caution.
