Brief Summary of Position:
The Town of Needham is seeking a highly qualified individual to fill the position of Director of Public Health. Under the general direction of the Town Manager, serving as the Town Manager’s liaison to the Board of Health (BOH), provides professional staff assistance to the BOH in preparing meeting agendas and materials; develops and recommends all Town public and environmental health programs and policies; provides administrative coordination with other Town departments; Work with and co-chair local emergency planning committee to develop planning guidelines regarding environmental pollution, hazardous waste, industrial safety, bioterrorism, disaster planning and related security issues; and with healthcare providers, managed care organizations, and private business to build coalitions for coordination of policy development, community education, inspection and enforcement. Serves on relevant boards and committees as assigned and oversees the direct responsibilities of the BOH.
Prepare agendas for all meetings/hearings of the BOH; attend and participate in all meetings; conducts follow-up for decisions or inquiries made by the BOH; reviews and prepares articles for BOH passage and/or Town Meeting Warrants; provides professional expertise to the BOH in analyzing and evaluating requests regarding sanitation, building and other permits; reviews all subdivision plans and recommends approval/disapproval to the BOH; and provides information/recommendations to the BOH with respect to Town public and environmental health affairs with respect to Town by-laws, state public health statutes and established administrative practices.
Assist in the development of Town policies, directives and regulations for BOH consideration and implement/enforce same upon acceptance; serves as BOH agent relating to the control and administration of Town public health matters, administration of Town/State health policies, and programs addressing such issues as infectious disease, lead poisoning, housing, health inspections, food service inspections, rabies, hazardous waste, Right to Know regulations, tobacco control, septic systems and groundwater control, etc.
Work requires knowledge of federal, state and local public health laws and regulations, and public administration skills equivalent to a Master’s Degree in public health policy or administration, and knowledge of environmental issues and basic office computer applications as well as five (5) years of public health or environmental health experience as well as supervisory experience. A valid motor vehicle license is necessary.
